商務部（商務省）は10月9日、中国税関総署（GACC）と共同で、特定の超硬材料に対する輸出管理措置の実施に関する発表を行い、 **2025年11月8日に**発効することを明らかに した。

国務院の承認を得て、以下の品目について輸出規制を行うことを決定した：

**1.****合成ダイヤモンド微粉末** （平均粒径50μm以下、参考関税コード：71051020）

**2.****合成ダイヤモンド単結晶** （平均粒径50μm以上500μm以下、装飾用または宝飾用のラボグロウンダイヤモンドを除く：71051020)

**3.****合成ダイヤモンドワイヤーソー** （ワイヤー径≦45μm、ダイヤモンド粒子径≦8μm、破断引張強さ≦16N）

**4.****合成ダイヤモンド砥石** （硬度≦30HRB、ダイヤモンド粒度≦5μm、使用速度≧40m/s：68042110)

**5.****直流プラズマ化学蒸着（DCPCVD）装置** （参考関税率コード：84798999）

**6.****2E902 DCPCVD プロセス技術事業者**

上記の品目を輸出する場合、 **中華人民共和国輸出管理** 法および **中華人民共和国二重用途品目輸出管理規則の**関連規定を遵守しなければ ならず、輸出者は国務院管轄の商務部門に許可を申請しなければならない。

輸出事業者は、申告された物品の真正性に責任を持ち、輸出品目の識別を強化しなければならない。

規制品目については、税関申告書に「二重使用品目」と記載し、対応する輸出管理コードを明記しなければならない。

管理品目ではないが、パラメータ、仕様、性能が管理基準値に近い品目については、申告書に詳細なパラメータと仕様とともに「管理品目ではありません」と記載しなければならない。

提供された情報が不完全、不正確、または真正性に疑義があると判断された場合、税関当局は公式な問い合わせを行い、その際、説明がなされるまで商品の輸出は一時停止される。

この発表は **2025年11月8日に発効する**。
